New York Moratorium Delays Stream Campus

Kathy Hochul’s executive order pauses new large-scale data center approvals for up to one year while state agencies study environmental, grid, and water impacts. The action places Stream Data Centers’ proposed STAMP campus in Genesee County under additional regulatory pressure, alongside wetlands and noise reviews, a zoning lawsuit, and scrutiny of its requested tax incentives. Plug Power and Stream are still pursuing related land transactions, but the New York closing timeline has moved to March 31, 2027.
