Data-center expansion remains constrained chiefly by executable power access and increasingly differentiated approval regimes. The most material daily change is that Texas's permitting pause explicitly reaches behind-the-meter projects, while New Jersey has backed generator permitting requirements with a fine and shutdown deadline. These actions strengthen the judgment that dedicated generation can address immediate grid shortages but cannot eliminate regulatory, environmental, or schedule risk. Proposed grid-cost rules could further shift buildout economics, but remain contingent on enactment.
