Atlanta is facing heavier rainfall, flash flooding, and pressure on stormwater systems that residents and experts say are not keeping pace with current climate conditions.

The impacts are being discussed not only as an infrastructure problem, but also as an environmental justice issue because flood-prone Black neighborhoods have historically borne disproportionate risk. At the same time, resilience projects and redevelopment are raising concerns that flood mitigation can increase taxes, property values, and displacement in longtime Black communities.
