China is using the World Artificial Intelligence Conference in Shanghai to present an alternative approach to global AI leadership centered on open models, broader access, cooperation with developing countries, and Chinese-led institutions such as the proposed World AI Cooperation Organization.

The forum also showcases domestic computing capabilities, including Huawei’s Ascend-based Atlas 950 SuperPoD and DeepSeek’s adaptation to those systems, as Chinese companies respond to US technology restrictions. The effort matters because Beijing is linking AI diplomacy, technology self-sufficiency, and influence over future rules, while competing with Washington’s more limited-regulation position and supply-chain alliances.
