White House Pledge Covers Data Center Power

The Trump administration expanded a voluntary Ratepayer Protection Pledge requiring technology companies and data center developers to commit to power generation, grid upgrades, delivery costs, and unused reserved capacity for AI facilities.

Major technology firms, utilities, developers, and 23 Republican governors joined, but the pledge is nonbinding and electricity cost allocation remains under state and regional regulatory control. Its practical effect will depend on whether utilities and regulators convert the commitments into enforceable rates, funding obligations, or project conditions.
