Kevin O’Leary-backed Stratos is seeking to develop a large AI data center campus in Box Elder County near the Great Salt Lake.

County approval triggered protests and legal challenges over water use, power demand, emissions, land use, and the speed and transparency of the review process. State officials and the developer have since indicated tighter oversight and a smaller initial scale, but additional environmental, water, and permitting decisions remain unresolved.
