The actions follow OpenAI’s proposed Project Camelia campus in neighboring Effingham County, which is projected to require 3.2 gigawatts and significant land and investment. Local governments are using temporary restrictions to examine zoning, electricity, water, environmental, transportation, and quality-of-life impacts before deciding how such projects should proceed.
