Gov. Maura Healey’s executive order requires proposed Massachusetts data centers to secure local approval and community-benefits agreements before entering state permitting. Projects exceeding 25 megawatts must address clean electricity procurement, grid and ratepayer impacts, water and wastewater capacity, infrastructure needs, and air emissions. The order also bars state-agency nondisclosure agreements and directs agencies to issue municipal guidance by Dec. 31, as communities debate moratoriums and projects including Markley Group’s Lowell facility.
