EU climate adaptation policy coordinates planning and practical measures to manage risks from hazards such as heatwaves, droughts and wildfires.

Its approaches include assessing vulnerable regions, improving heat early warnings and health preparedness, supporting urban cooling, and strengthening water resilience. The policy agenda also addresses the financial consequences of disasters: an announced Climate Insurance Alliance is intended to bring public authorities and insurance and risk-market participants together, against a backdrop in which only about a quarter of climate-related losses are insured. Together, these measures connect risk assessment, preparedness and recovery across European institutions and local communities.
