EU Launches T-MED Clean Energy Plan

The European Union has launched the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation initiative, or T-MED, to expand renewable energy, hydrogen, clean technology manufacturing, and electricity links across the Mediterranean.
Backed by more than €5 billion in guarantee capacity, the program aims to mobilize up to €25 billion by 2035 and support 15 GW of new renewable capacity and more than 100,000 jobs. Its significance will depend on regulatory reforms, project development, cross-border infrastructure, and the ability to attract private investment in partner countries.
The main update is a tighter, more specific framing of T-MED: it now explicitly names the Commission’s EFSD+ guarantee backing and adds concrete operational and country-level details. The story also shifts from a broad cooperation platform to a more implementation-focused initiative with a planned October 2026 investment-platform meeting.
