Minnesota cities and counties are pausing, ending, or declining to renew contracts for Flock Safety automated license plate readers as concerns grow over movement tracking, data access, civil immigration enforcement searches, and oversight.

Several communities have also reported camera theft or vandalism, while at least one law-enforcement agency cited overwhelming alert volume as a reason to leave a trial. The developments show local governments reassessing the practical and privacy consequences of networked vehicle surveillance rather than adopting a uniform statewide policy.
