SAVE Voter Citizenship Checks

Coverage from Greenville News, Texas Tribune, and others

The Department of Homeland Security’s SAVE system was expanded to support bulk citizenship checks of voter-registration lists, including through the use of additional federal records such as Social Security data.

The checks have drawn scrutiny over whether records can reliably identify citizenship status: mismatches have reportedly led eligible citizens, including naturalized citizens, to be flagged for verification or face registration problems. Advocacy groups challenged the expansion on privacy, transparency, voting-rights, and statutory grounds, and a federal court ruled against use of the system in its expanded form. The dispute centers on how government agencies may use sensitive personal data when verifying voter eligibility.
